So they are relevant (only) to people in your are and are displayed only to them.

Good examples of blips are:

• "Found stray cat"
• "_Give away: used bicycle for pick up"
• "_Searching a lawn mower for renting"

or other announcements of flea markets, LAN-Parties or other local events.
